I just received my card as well the day before the new offer came out. I called and they said they'd be willing to match the new offer as long as I meet the spend requirement and then call them again once I've met that requirement. So if I were you I'd call.
Basically no don't do this there isn't much that can be done about it because you are either in the cut off time or not for when newer shinier offer comes in if you are in the cut off window then you will get it if not you got 0 chance

No while you could apply at any time it usually takes 2 years after closing the card for them to not decline your app

You can only have one Chase Sapphire card at a time. So if you want the preferred you'll need to downgrade the Reserve first

I’ve read people have called Chase and they will give you the increased bonus if you were approved within 30 days. Worth a shot.
