The mod is just “Piccolo but orange”, whilst the DLC is “Orange Piccolo”.

There is a better mod by Legendary Agwang which piccolo transforms much better than the mod shown here and has I'd say skills that are around the same level as dlc

Multiple differences
1 modded version just looks like a bulky, orange version of Piccolo nothing like the DLC version and the feet look a little small.
2 the modded version’s moveset is just regular Piccolo’s moveset (partially)
3 the modded version’s aura is just Golden Frieza’s aura

Well one is a recolored ( and body little bit modified ) skin of a character while thd other one is actualy a fresh new character

Well, Obviously,
The DLC 16 Hero of Justice Pack 2 Orange Piccolo is way better than The MOD because of The Facial Structure of The Modded version of Orange Piccolo; The Modded version of Orange Piccolo looks like The Fused with Kami version of Piccolo
