Nice video. OMG I was at that University all the time lol, I used to live about 20 minutes north of there and was there often during high school especially when I did sporting events. These sirens are tested by campus police and city dispatch on the 3rd Wednesday of each month at 10 AM and 6 PM. These are the only sirens in the City of Akron which does not have a siren system.
That's a Federal Signal Modulator 4016, which was custom painted University colors. This siren, as well as the DSA4 on the parking garage, DSA4 on a building on the north side and the DSA2 on Gallucci Hall (which per PD is decommissioned as that building will be demolished very soon) are also in the system.

You can hear it even with the window shut can’t you? That was a very organized and short and simple test too.
