In regaurds to prequal Palpatine I think it had to do with him relishing his plans coming together. He essentially had been pulling one over the entire galexy so he probably was a bit exited. 😂 But still kinda funny.

Tyrone to answer Emperor Palpatine to ya the reason why he was so extra during those scenes is because he was exposing himself basically showing his transition from Senator to Emperor since he was fooling everyone. I forgot Yoda can literally sense everything across the galaxy. If a Darkside force user encountered his Jedi apprentices then he would sense their feelings and turmoil.
