not really, it is suppose to be the administration center where the government setup their department. however the capital remains beijing. basically it is the opposite of what most country do. country usually move the capital away from the economic center to reduce the influence of powerbroker on the government, australia(canberra), US(washingston DC), Brazil (Brazilia) etc. but china doesn't want to move out of the imperial axis for historical reason so someone came up with the idea of pushing all the state enterprise and department out of beijing instead...
