I did this very test with a friend of mine in his Mirage 2000-5F and me in my F-16C. Oh baby that is a hard fight for the F-16C in a Fox-2 fight until I get to the deck. Felt like I was playing a survival-horror game. Rate is a strong tool, but it's not the end all, be all. You can out-rate an opponent on the deck, yes. First, figure out how to survive to that point. So long as it has altitude, a Mirage is not out of options. And even when it's on the deck, it has ways of complicating the fight, even if it's technically losing.
you can have all the turn rate in the world, but what's it worth if the oponent can dump all his speed into one very tight turn just to shoot off a good missile and get you with it while you do your silly rate fighting circle

It's not. Sustained turn rate is due to increase and low speed turn is getting "tuned" according to devs/bug report.
