Wayne was right, my Magliner axle would not fit all 4 washers on each side. I had to delete one washer from each side to get the cotter pin to fit into the axle. I dropped one of the smaller washers on the inside between the wheel and frame. It seems to roll just fine. Instructions show one large washer and one small washer on each side of the wheel for a total of 4 on left and 4 on right. But like Wayne said, it just did not all fit on the axle and leave room for the cotter pin to slide through the drilled hole.
