There should be an additional penalty for those kamotes that don't give their licenses until the vehicle is about to be towed. They are abusing the system that enforcers can't do anything about it.

The sad truth is, based from a former truck driver that I once knew, he said to me that some truck drivers who unfortunately ran into a person because of their truck malfunction, they choose to k*ll the person rather than pay for their hospital bills because it'll take them a couple of hundred of thousand in one pay rather than pay huge sum of money for many times.
Obviously they wouldn't admit it. The standard excuse after crashing while speeding along and recklessly weaving between vehicles is "lost brakes". It seems like some people never got tired of hearing that in the news. And the reality is, many of the drivers will simply run away and disappear. How many times already have you seen the MMDA apprehend truck drivers using fake licenses, fake tickets and so on 🤷♂️ Remember that same truck driver they caught 3 times on EDSA? And every time he had a new name and identity. He was never able to show an actual genuine drivers license and no one knows what his real name is.

6:02 -- I'm glad you pointed out the tires on the truck. When I first arrived here, I noticed how sub-par tires are on vehicles such as jeepneys and trucks. A bad tire, or two, is just a tragedy in the making especially when it rains. Makes me wonder how many brakes are inspected, which are the only thing available to stop a vehicle. NEVER should improper tires, and brakes should be allowed on any moving vehicle.

I'm from uk . If cars or truck bald tyres they have pay a fine of 8000 php per tyre plus points on there licence. If have more than 12 points they can get banned from driving. 3 points per tyre
i think one of the problems we need to address is the regulation of road signs. people need to determine if its from LGU, or from MMDA or from Jolibee that is 100m away
It needs to be standardized at a national level the exact measurements, color, fonts, and placement. They have the money as I remember they put up highway signs all over the Visayas that are identical. Get rid of the sponsored by add ONS as well as it makes a sign look like an ad and not an enforcement tool. Is the Philippine government sponsored by Globe,Jollibee, and Tanduay? It makes the signs look cheap and unofficial.

You can really feel the effect of giving so much "consideration" to PUV drivers. The uniform really became slippers, shorts, sando and cigarette 🤦♂️ And vehicle maintenance, off-street parking and other basic franchise requirements just went out the window too.

It's usually a good idea to record interactions that involve money for your own protection to ensure everything is in order. Americans record their traffic stops all the time for safety since unlike the MMDA, the police writing tickets can also shoot you if something goes wrong.
Sometimes it works. Just look at some of the colorum van videos which have gone viral, with everyone calling the enforcer stupid or corrupt or whatever else. If the enforcer says nothing , people say he's refusing to talk because the apprehension is wrong. If the enforcer talks, people say the enforcer is stupid and shouldn't argue on the side of the road. And the complexities of colorum operations is beyond the general knowledge of most people. Especially when the driver is lying and saying the passengers are just his friends, when actually there's Intel showing that he regularly gets his passengers from an illegal terminal.
My husband is a semi US mail driver ! He wear steel toed shoes, their truck is inspected everyday! To make sure it's safe for the driver & the other vehicles to drive it! I drive my self & our vehicles check for tires & lights to make sure it is working properly ! It's my safety & the others too

It's a conflict I sometimes encounter too. Like when I last visited a City Hall and a different government agency.. both wanted me to remove my helmet while inside. The problem is, as a normal person, what can you do? Either you obey or they won't let you inside. Sometimes people push the bike instead. Sometimes people just put the helmet back on , after being allowed entry. It's probably better handled by DILG than MMDA. Since MMDA is more on enforcing than creating policy etc. MMDA wouldn't have any authority to order a LGU or Private to change their policy. In the past DILG have released memos to remind people that they're not meant to try and overide RA 10054

The reality is, people keep extending their living spaces, but many people just don't put any thought into a garage or parking space. Why? Because 99% of the time, no one is stopping them from parking on the road or sidewalk. It's only if the MMDA operation team passes through, they finally get a ticket or towed. Some Cities have their own operations, but they're typically quite limited.
We regularly see paid parking lots which are underutilized, because people can park on the road for free. How can we convince people to invest in building bigger and better parking lots or multi-storey parking facilities, if no one is willing to pay for them? 🤷♂️ That's why enforcement is important, to force people to use the legal alternative.

Most of the problems on here are caused by the LTO not doing it's job properly. Those tires on those trucks did not get like that over night, they have been allowed to drive on the roads in that condition because there is no police or LTO checks.
Try going to Pasay Rotonda, MMDA is powerless and being bullied by all the street vendors that there is literally a department store on uturn slots. You will need to bring an entire SWAT team. Im not exaggerating it, what can 3 MMDA officers do but watch and just catch cars for coding instead of fixing that Mess. MMDA are tied in with LTO. So these violations will be put against the license and the vehicle. If you have unpaid violations, you cannot renew the vehicle registration and you cannot renew your license. The problem is, many people simply give up on renewing their registration. And with a 10 year expiry on the license, they have a lot of time to rack up tickets. If the driver already has dozens or hundreds of unpaid tickets, do you think they will renew their license or just apply for a new one, with slightly different details 🤷♂️
These cargo truck owners would rather run the vehicle into the ground than to let maintenance cut into their bottom line. That's why stricter regulation is required for commercial vehicles or the nature of capitalism will trump safety. Can't even pretend they can't afford tires etc. They're operating a huge truck for profit. They've got the money.

That's Caloocan for you. LGU and barangay does not care enough to fix this dirty and disorganize city. Everywhere you look, there's trucks, motorcycles, jeeps and cars parked just about everywhere. I think some drivers know the difficulty for a regular enforcer to get a tow truck. So if there's no license and no tow truck, it's really possible that some enforcers would just let it go. So I guess they're trying their luck, if they can get through, simply by being a big inconvenience. In the past, when some drivers have tried that game with the enforcers you see in this video, they've still pushed ahead with the impound and told the driver tough luck - it was already put on the ticket that you don't have a license.
If it's a tow away zone, then there should be no 5 minute rule. Just tow it away regardless if the driver shows a license or not. If there's no plate, the driver should be jailed they're certain the vehicle is not stolen.

around 2:44 then man with the helmet in the bag who got the ticket, did he put it on or just took the ticket & rode off. It is perfectly ok to wear slippers while operating a big truck, however, those tires are definitely unsafe. The solution would be to have the Barangay's to have their own salaried parking enforcers issue tickets, that way they create a couple of full time jobs & the Barangay can have a percentage of revenue earned from tickets to use for Barangay improvements such as Fire Trucks, Ambulances, Plants, street sweeping ect.
Seeing how many people have crashed after their slipper got jammed on the accelerator pedal, I wouldn't say it's safe to drive a truck wearing slippers 🤷 usually they would tell the rider to put on the helmet before riding away. A couple of weeks after this apprehension, he was seen doing the exact same thing, even with the exact same shirt, in Caloocan City. Many barangays, maybe most, already have deputized traffic enforcers. And many cities have a commission program where the better himself gets a small percentage and the barangay gets a percentage, then the rest goes to the city. But generally, most barangay enforcers don't like to ticket their own constituents.

i think one of the problems we need to address is the regulation of road signs. people need to determine if its from LGU, or from MMDA or from Jolibee that is 100m away
It needs to be standardized at a national level the exact measurements, color, fonts, and placement. They have the money as I remember they put up highway signs all over the Visayas that are identical.
Get rid of the sponsored by add ONS as well as it makes a sign look like an ad and not an enforcement tool. Is the Philippine government sponsored by Globe,Jollibee, and Tanduay? It makes the signs look cheap and unofficial.

It's usually a good idea to record interactions that involve money for your own protection to ensure everything is in order.
Americans record their traffic stops all the time for safety since unlike the MMDA, the police writing tickets can also shoot you if something goes wrong.
Sometimes it works. Just look at some of the colorum van videos which have gone viral, with everyone calling the enforcer stupid or corrupt or whatever else.
If the enforcer says nothing , people say he's refusing to talk because the apprehension is wrong.
If the enforcer talks, people say the enforcer is stupid and shouldn't argue on the side of the road.
And the complexities of colorum operations is beyond the general knowledge of most people. Especially when the driver is lying and saying the passengers are just his friends, when actually there's Intel showing that he regularly gets his passengers from an illegal terminal.
My husband is a semi US mail driver ! He wear steel toed shoes, their truck is inspected everyday! To make sure it's safe for the driver & the other vehicles to drive it! I drive my self & our vehicles check for tires & lights to make sure it is working properly ! It's my safety & the others too

It's a conflict I sometimes encounter too. Like when I last visited a City Hall and a different government agency.. both wanted me to remove my helmet while inside.
The problem is, as a normal person, what can you do? Either you obey or they won't let you inside.
Sometimes people push the bike instead. Sometimes people just put the helmet back on , after being allowed entry.
It's probably better handled by DILG than MMDA. Since MMDA is more on enforcing than creating policy etc.
MMDA wouldn't have any authority to order a LGU or Private to change their policy.
In the past DILG have released memos to remind people that they're not meant to try and overide RA 10054

Trucks would be put out of service in the US if found to have the deficiencies down in this video. It would be towed or the issue would have to be rectified before being allowed to proceed.

Why? Because 99% of the time, no one is stopping them from parking on the road or sidewalk.

We regularly see paid parking lots which are underutilized, because people can park on the road for free.

I've joined LGU/HPG operations at night and you encounter a lot of drunk drivers.

But personally I'd recommend using the 8888 presidential complaints center, either online or via phone.

Most of the problems on here are caused by the LTO not doing it's job properly. Those tires on those trucks did not get like that over night, they have been allowed to drive on the roads in that condition because there is no police or LTO checks.
aside from ticketing the violators, mmda should confiscate the DL.
Try going to Pasay Rotonda, MMDA is powerless and being bullied by all the street vendors that there is literally a department store on uturn slots. You will need to bring an entire SWAT team. MMDA are tied in with LTO. So these violations will be put against the license and the vehicle.
If you have unpaid violations, you cannot renew the vehicle registration and you cannot renew your license.
The problem is, many people simply give up on renewing their registration.
And with a 10 year expiry on the license, they have a lot of time to rack up tickets. If the driver already has dozens or hundreds of unpaid tickets, do you think they will renew their license or just apply for a new one, with slightly different details 🤷♂️

These cargo truck owners would rather run the vehicle into the ground than to let maintenance cut into their bottom line. That's why stricter regulation is required for commercial vehicles or the nature of capitalism will trump safety.

I don't think there's an improvement. Filipinos will always violate rules. We are very determined people.
In the video, you'll see people with the proper helmet and they just don't want to wear it. They would rather pay the fine.

They are using their license as a credit card. There should be a point system. First offense one month suspension second 3 months suspension third strike 6 months suspension after that revocation of license then reapply after 2 year. That will make people learn

That's Caloocan for you. LGU and barangay does not care enough to fix this dirty and disorganize city. Everywhere you look, there's trucks, motorcycles, jeeps and cars parked just about everywhere. I guarantee you the moment you left those places, everything was back to where it was before. DILG hopefully will intervene! This is the motorcycle capital of the Philippines but wearing helmet here is nothing but an option.
And that traffic sign with SOGO advertisement is really annoying! Traffic signs should be standardize and free from motel and other company ads! it should be very clear and easy to see!!! Don't monetize those signs!

The foreign license is valid for 90 days upon arrival, as long as the text on the license is in English. For tourist purposes.

I think some drivers know the difficulty for a regular enforcer to get a tow truck.
So if there's no license and no tow truck, it's really possible that some enforcers would just let it go.
So I guess they're trying their luck, if they can get through, simply by being a big inconvenience.
In the past, when some drivers have tried that game with the enforcers you see in this video, they've still pushed ahead with the impound and told the driver tough luck - it was already put on the ticket that you don't have a license.

If it's a tow away zone, then there should be no 5 minute rule. Just tow it away regardless if the driver shows a license or not.
If there's no plate, the driver should be jailed they're certain the vehicle is not stolen.
Is it allowed to ride a motorcycle with shorts on? I noticed that most riders get ticketed with riding with slippers, but not with shorts. Kindly provide a guideline or law from the lto to make it clear. Thanks
There's no national law that prohibits riding in shorts. It's just not recommended for your own safety.

Why is the LTO allowing trucks with bad worn out tires? They're an accident waiting to happen, and could kill or injure somebody.
The amount of penalty for this violation is very cheap for the violators. They should increase the amount to five times the current amount.

It is perfectly ok to wear slippers while operating a big truck, however, those tires are definitely unsafe. The solution would be to have the Barangay's to have their own salaried parking enforcers issue tickets, that way they create a couple of full time jobs & the Barangay can have a percentage of revenue earned from tickets to use for Barangay improvements such as Fire Trucks, Ambulances, Plants, street sweeping ect.

Many barangays, maybe most, already have deputized traffic enforcers. And many cities have a commission program where the better himself gets a small percentage and the barangay gets a percentage, then the rest goes to the city.
But generally, most barangay enforcers don't like to ticket their own constituents.
