You can skip it if you really have to, I skipped it in my recent attempt and managed to score 50 in taxation, you will not be able to attempt the 1st question in DT though which is compulsory of 15 marks, so if you're ready to lose 15 mandatory marks then you can leave PGBP and score well in the rest of the paper.

I too have skipped pgbp in may 24 attempt and manage to score 51 in taxation without pgpd so you can too do it if you do all other chp nicely
