Easily the nuttiest in Mega Man 2 for certain. Quick Man, Boss Battle, and especially Dr. Wily 3-4 are the most serious sounding tracks in Mega Man 2 to me.
Metal Man and Flash Man are somewhere in the middle of serious and nutty. Dr. Wily 1-2 is exceptionally uplifting. The beginning and ending themes feel cathartic, and the rest of MM2's soundtrack is pretty meh and overrated for the most part.
