Not a very good test. The test should have been conducted in an environment with abundant moisture to maximize the shattering effect of the bills.
For polymers, humidity does not affect how easy the note can be torn because plastics can't absorb moisture like paper.
I was thinking that if ice were to form over the bills then maybe there could be a chance they could shatter, but maybe not.
Freeze 1 in some water find out.
