I’ve removed some coving and cornice but where it’s been ripped off the wall/ceiling there are lots a bits still stuck. They’re too big to sand down and chipping away is taking ages so could this be used to file it away?
It sounds like it would work, based on your description. The pieces that are stuck are pieces of wooden cornice? This tool would work to shave that down quicker than sanding but it still takes some elbow grease.

I assume you are somewhere in deepest America, whereas I'm a Brit and was taught by a very able carpenter in the late 1970's that it is pronounced like it is spelt, as in Sur form or Sir form. I sincerely hope you don't tell people that you speak English like so many other Americans do. Remember, you speak American which is a very crooked and wonky version of English which also includes dreadful spellings too.

Can the blade be sharpened using an oil or whetstone?
Not really. The blades are meant to be disposable, which is why these things are ridiculously cheap.
