well just create short movies and also start a small show and showcase pilot episode like 2-3 minutes and get the vote and suggestions from people and also hire people at start for cheap or maybe free who are willing to help and also maybe help students for the project so they get the experience and also start publishing!
and as for the VA you can hire any aspiring people who wanted to go into this field and hire them after screen testing (im also availiable for that)
also i can give you more idea and suggestions that may become helpful in the long term as you have experience from inside the industry i can give you viewpoint from the outside people perspective!
