Sometimes the sopranos in choir are been asked to do the high tenor, most times we confuse the soprano and high Tenor

There nothing as "high tenor" in contemporary music. It's Mezzo-soprano.

Yes.....and note that sometimes the tenor will be singing the soprano part .....or even altos can sing the soprano part.
In that case, the sopranos would have to sing high tenor ....
The MD has the final say in this

Tenor you mentioned placed an octave higher is Mezzo-soprano not "high tenor". Technically there's nothing as "high tenor".
