Yes most browsers have the ability to do this. Go to Settings in your browser and search for downloads it should come up with the option to change the download location to Documents.
Watched your video which was helpful. Perhaps you could have pointed out that by using 'Cut' it removes all the selected info permanently from Downloads. Whereas if you used 'Copy' you could transfer the selected info to your new file, but also retained it in the Downloads should you wish to access it again.
Thanks for your feedback, the video showed you how to move files from Downloads to Documents, therefore from the title you should assume that it will remove it.
