Because "No" such "Evidence" exist in history or reality! All historical documents and government records clearly state King Billibellary was the Headman over not just the Wurundjeri people but all surrounding areas! And all the Headmen of the surrounding tribes also stated King Billibellary was the Headman over every other chief.
