I see that u inserted a black plastic band inside
Is it possible if we insert a complete elastic, to make it a sort of strech band....as in without the plastic band

Hello! If you don't want to insert a plastic band in that case I advise you to use an interfacing inside your fabric. You shouldn't put an elastic all around because it will be all gathered and I don't think it will look nice but you can use an elastic in the bottom part as you have to close the band. Hope it turns out good 😘

For the length of your pattern you can measure a headband for kids and follow the instructions to make your pattern 😉
