One thing I've wondered about is them giving tickets to bikes because they don't have a license plate showing when the model doesn't allow for a plate. If they have a plate on record for it but the model doesn't allow for one why not just RP it being there or something.

Yes, Polecat a block is one numbered street to another. If you go from 13th to 14th street you are in the 1300 hundred blocks going to the 1400 hundred blocks.
