Hong Kong Cadet Corps still maintain their British traditions and links to the British military despite the military garrison been the Chinese People's Liberation Army.
Nope, Chinese police. They serve in Hong Kong SAR which used to be run by Britain until 1997. The police force still keep their British style traditions.
@John Clarence Santos : No you got it wrong --- the Happy Wanderer (der Fröhlich Wanderer) which they were marching to is a German children folk song, not a military march. Today, they will be using Praise the Chinese Motherland (歌唱祖國 ) as the official marching song as a substitution.
