Why was bank closed?

Possibly due to Covid-19 pandemic. Sometimes, stations (particularly those that are always busy like the one you mentioned) would be closed at certain times to help minimise the risk of spreading the virus on the tube network.

Works on the Piccadilly line. It will not reopen until at some point in 2022.

That’s only for the Piccadilly line. The District and Circle line platforms are still on. If you wanna change to the Piccadilly line from the District and Circle lines or vice versa, use Gloucester Road.
