What if the router assigns them a new IP address? I blocked a device around 3 times and they just keep getting a new mac address and IP address not allowing me to fully block them, only for a certain amount of time.
Slav Memer routers don't assign device MAC addresses, they can assign IP addresses if they have DHCP enabled. A devices MAC address is set by the device's manufacturer; it's part of the device's network interface card (NIC). MAC addresses can be spoofed, but the regular user wouldn't know how to do that, so no worries there.
