Government Sends Deadly Criminals To Test An Uninhabited Planet

- Set on a remote planet where a penal colony houses dangerous criminals who are secretly used in brutal experiments to create monstrous bio-weapons. When one such experiment goes awry, the bio-weapons escape, leading to widespread chaos and endangering the entire colony. Lt. Kane Sommerville, whose daughter is in imminent danger due to the company's plan to erase the planet's inhabitants to cover up the incident, goes rogue and teams up with a former prisoner to rescue his daughter and stop the impending disaster.

If you ever saw any of the movies this guy narrates, theres always a lot of important stuff he misses out on or gets wrong.
It is painfully obvious he doesnt watch the movies himself and just has a team of people doing it for him and telling him what happens/sending him notes they made whilst watching it.
There was a TV series called Earth 2 where a group of colonists settled a planet without government permission. One of the sub plots in the show was they discovered that the government had sent a bunch of criminals to the planet a decade before to test if humans could survive there, but hadn't told the public... And one of them survived.

That's basically how Australia and parts of the East Coast in the US were established: penal colonies. The British isles emptied out their jails and workhouses for all those willing to trade in sentences for working in the colony.
There's a book by James Michener called "Australia" which describes the first of these folks landing....makes this look cushy.
