The image is primarily from one of the Street of Rage covers (of course the first one) I know they had the artwork on the Japanese version, I don't know about Europe. I believe this is was also from a release of the US version in the mid '90s. The background is a photo of a city, just the trio from the cover were pasted in there as well as the logo.
