Can the West Bank and Gaza now field an army, a navy, an air force, have air ports, control over their borders, air space, territorial waters, and population registry or not? Can the Palestinians develop the gas reserves within their own territories, control the water and land. For the most part "palestinians" are leftover Jordanian colonist (Gaza residents more closely tied to Egypt). The homeland of the majority of "palestinians" is Jordan.

Hamas are terrorists. They do not abide with any rule of law or war. They use human shields and hospitals and schools. So of course they will not abide with any ruling...except of that ruling is to rape women and behead people and death to america and death Israel etc etc. Food for thought.
