You can get Glide to calculate a total basket value but you cannot dynamically generate a PayPal button that matches that amount. Same problem with Stripe. Maybe is possible playing with their APIs but it wouldn’t be a simple no-code solution.
It seems the problem is with PayPal not with your Glide app. Your PayPal account needs to be approved and functioning. You can test making a small payment to yourself directly from PayPal's website to see if it works.

I don’t know about coupons but Paypal also offers subscription buttons.
