it's because this ability is never in the books, which the games seem to follow rather than the films. there's some confusion as to whether in the films the death eaters are apparating when they do this, as it is visually different from when characters are specifically stated to be apparating. the other thing they may be doing is unsupported flight, if that is the case then it's not in the game as unsupported flight was only created/developed by tom riddle/voldermort, so it wouldn't make sense lore wise for it to be included in a game set 100 years prior.
