Your calculation is only correct in the event of a short circuit. With normal use, a few volts should still be available for the connected load, i.e. the voltage drop across the resistors should not be 5 volts. The weak points are rather the small capacitor after the rectifier and the undersized heat sink. Calculate the power dissipation of the transistors when a small voltage with a lot of amperes is set.
Sorry - that was actually a 1 ohm resistor on the emitter, so in the end I didn't look properly. Yes, you are right, this is a nice heater. 0.1 ohms would be enough to stabilize the load. But then there are still the problems I mentioned.
