While Risen Legend has extended animations that are generally good, sometimes they feel unnecessary. The animations are this skin strongest asset unfortunately, Spirit Blossom on the other hand feels more balanced in design, animation and VFX, and also displays more forms. Everyone has their taste, but overall, for the price Spirit Blossom is a better option, the only thing Risen Legend has besides the animations, is the exclusivity. So if you want to have Risen Legend for it, by all means. Its just not better than Spirit Blossom.
Spirit Blossom Ahri is such a work of art, the swishing long sleeves make her animations really smooth and satisfying. Risen Legend is an okish legendary skin at best, a bit forgettable even. The VFX does not stand out among her sea of epic tier skins; you can see they tried to make as many new animations as possible but I think the only one that really makes an impression is the backflip on E. Overall Spirit Blossom wins it for me even if they were both 1820 RP skins, the fact that Risen Legend is even more than that is hilarious.
