My Dad used to teach a sociology class in the Mississippi Delta. The class would visit Parchman Prison. Back then there were no gangs allowed. The guards would beat you into a cripple or kill your so fast that the inmates wouldn't even make eye contact . The class would get locked in an open squadbay with the inmates with zero incident . That means that even the mentally ill inmates kept their eyes down and didn't speak till spoken to. He always said he felt safe with the inmates. But, it felt like the guards were watching the inmates hoping for a reason to enforce control. All it would take is for one inmate to look up from the ground or speak freely.
