In regards to Oleander, it is possible they planned to have him appear again later in the game (you only see him once at the start). With all that said, Devs are no strangers to secrets (when enter the cheat code the game will shout “YOU CHEATED!””)

Huge speculation from someone who doesn't know about game development, but the design team may have decided they wanted all the characters to react to your different abilities and just attached the trigger to their models way before the final release
As someone who got the official guide (a book that companies used to sell that helped with 100% games for anyone to young to remember those) and it did have cheat codes to give yourself all powers/unlimited ammo/etc. so yeah they did expect some people to have those already
I still have the cheat code book that had all of the cheats for this game including all powers, unlimited arrow heads lives and ammo, all powers upgraded, all items, etc
Oh that’s cool, unfortunately global items cheat does not give you items such as bacon early. Might make a video on the namechange cheat someday (changes character names to developers names)

You can escape by going to lungfishopolis and getting to the island where you fought coachamera. It takes some finessing, because you aren't supposed to be able to reach it, but once you do, you can smelling salts out.
I kinda miss cheat codes in games. Doing a specific button input on your controller to trigger said cheats. Now, cheats are either complete absent or are in-game rewards for finding collectables.
