The best suggestion is to try and get second hand Deckers. And have them on the 9's during peak times for like 2 hours and rush hour for 2 hours.
Try and get second hand single deckers for the non contracted routes. You use expensive buses on cheap runs

The game pays all of your staff for at least 4 hours of work a day, so if you set your staff's hours to less than 4 hours a day you're leaving money on the table
