Syndra loves her power. She is mostly against people who try to keep their or other people’s power hidden and/or want to suppress it. Suppressing such power happens only in Demacia and partly in Ionia ,so these are the nations she’s against. That doesn’t make Syndra evil ,but she could lose control easily because of her borderline healthy affinity for her powers.
