More of an anti-hero if you read the Zed comic he's not as bad as lore and interactions sometimes portray him. He does bad things to reach a good goal, he rides the fine line between villain and hero.

He insisted on killing Jhin, not arresting him, the both times they had Jhin on the edge. Shen didn't support Zed because Zed had already an awful reputation as the master of a forbidden order of murderers, even if it was for the good of Ionia.
It's the oath of keeping balance that Shen follows, which is why he didn't kill Jhin. I don't know if there's a point in this vow, or if Shen is just turning a blind eye from what Jhin did.

they orchestrated shens father death its in the comics ut was explained he loved zed more than his son shen cause he saw zed has more potential and after doing his masters bidding he became power hungry and tried to kill zed so zed killed him instead since he has more experience with the shadow magic. whats sad is that he could've returne to the kinkou order and explain everything that happened but he didnt want to destroy shen's respect for his father so he decided to keep thr story to himself and act as a villain without anyone except kayn knowing the whole story. you read this in the comics of zed
