It seems the spotter drones are sent out to find targets, then Lancet drones sent to attack it. The Lancet drones have a greater range than the usual FPV drones, so require pre-spotting to acquire their target, and Lancets don't seem to be so effectively used wandering around looking for their own targets so much, because it limits their effective range, and they fly at lower altitudes than the spotter drones which can more easily cover a larger area. The Lancet is primarily a one-way attack drone, so is not generally expected to be recovered, so to get its most effective range would want to be flown directly to a predetermined target located by a spotter.

The targets are those programmed. The only way to push the Kinzhal away of its target is an interception that will push it out of its trajectory (often) or destroy it (rare).
