It's actually one of the few states that *isn't* a drain on the economy along with New York, Texas, and Florida. So no, LA does not rely on "handouts" from the government. New Mexico is bad too but over the years they have made some major improvements on there incomes, the cutting of oil leases on federal lands did hurt them a bit but the oil industry is always boom or bust I think it was a normal market adjustment because everyone that is older in eastern New Mexico and west Texas considered a normal business activity that happens.
