The answer is the drivers that think they can get away with it. Unfortunately, many of these drivers do get away with their crimes. With limited camera evidence and police resource, many of these crimes remain unsolved.
Cameras aren't a bad thing, but they won't fix people getting hurt. Cameras only help to punish a bad driver after an incident. The real problem is pedestrian safety. Having pedestrians cross eight lanes of high speed traffic is inherently unsafe.

San Jose is a pedestrian nightmare . For half a decade shortsighted planners have designed this cement wasteland for cars and roads . little enforcement and a city that listens to the crazy privacy advocates we could have installed cameras 20 yrs ago . Some neighborhoods still don’t have sidewalks when there is ample room . San Jose needs to start being a CITY and not a suburb
Put traffic cameras everywhere throughout SCV - the drivers out here are some of THE WORST. Everyday there are people who speed through residential areas, drift out of their lane, fail to use their signals, speed through intersections to beat a red light, drive with only their DRLs on at night. I see this EVERY DAY. Wish I was exaggerating. Start cracking down on these a-holes.

The issue isn't about solving hit and run crashes!!!! We need to make the roads safer!!! How are we going to do that?? -- Well first we need to change our society to be less car based. Look at our world. All you see are cars, cars, and more cars. We're so used to that as Americans. But take a step into a different world. Like the Netherlands or Japan, and you'll see that cars don't dominate the streets. The streets are for people, and cyclists...NOT cars!. We need to build buildings closer to each other, build up, not sideways, have an efficient rail system. The car industry took control of our government, and made the rules work for them, and car growth. When given the chance, don't vote to expand freeways or roads. That's not gonna help long term, and makes our land even more gray and desolate. VOTE FOR IMPROVING PUBLIC TRANSPORTATION. Always.

Can't build up in san Jose because of where the airport is. And if you've ridden public transportation here you'd understand why no one wants that
