Its depend upon total storage requirement. You can use bigger dia tank to store full capacity. And as we mentioned diameter / height ratio should be maintained.
I have a question excluded tanks cannot be stored together and cannot be stored with A/B/C, so how do we arrange them??why we can not C tanks store together?

C has high flash point so combining 2 in a one dyke will be dangerous. If one collapse liquid will exposed to 2nd tank which is again a risk.
Are underground tanks not required to be in dyked area
