Those who roleplay will explicitly state so in their channel descriptions on twitch or youtube. Having said that, I cant say for sure with Saruei as I dont follow her, but I would not expect it to be a character portrayal and rather be her true feelings on the subjects.
Yeah, normally the ones who talk through their "character" are either explicitly roleplay based or are one of the corporate ones (such as hololive, though even then most of the personality stuff is based on them, they're just forced to not acknowledge they aren't the character)
