I also think they believed they had more leverage with the Clippers than to let PG13 walk, but Clippers imo have never been able to see young talented players through their development. They're in "win now" mode so Young players didn't move them. I don't know why they didn't collect the assets though. That is what puzzles me.

There is absolutely zero basis behind this. The Warriors have made it crystal clear that their young core will continue to be the franchise future focus, as well as Steph and Draymond retiring as Warriors.
Even if it did it's too late for it to have the impact it might have a few years ago. Steph is showing his age and the rest of the league has gotten better. The Bucks will never trade him and I don't think he would ever demand a trade and when it comes to FA other teams can offer much more.

He's often being asked to guard bigger players more often than he used to and frequently gets off the ball and shows little interest in getting it back. All of which is understandable given how long he has played and how the talent around him as declined over the years. He was cooked by halfway through last season after a pretty hot start. He's still great but is absolutely not capable of carrying this team by himself at his age.
