In 2047, Hong Kong still has the autonomy that it was promised in the 1984 Sino-British Joint Declaration,
but it still has the rule of law and an independent judiciary that allows journalists to write freely about what is happening.
This has, at least so far, prevented the development of widespread corruption in Hong Kong.
Whether this autonomy will be
delivered in the long term
will be a test for China,
and I think this is one reason why the rest of the world should watch what happens in Hong Kong very carefully.

擔任香港總督一職,

Now, here is an agreement that we've reached with the Chinese side,
which gives Hong Kong continuity in its legal system and provides for a final court of appeal after 1997,
who the jurisdiction of which would be decided by the legislative council.
現在,我們與中方達成了一項協議,
該協議保證了香港法律體系的延續,
並在1997年後

But remember, Don’t forget
the demonstrations in 2019
They were against an extradition treaty which would have enabled China to send anyone from Hong Kong that they did not like up to China to be tried.
And when people objected to that,
people said that it would mean
that from now on,
China would not have to abduct people from Hong Kong.
2 million people were on the street, 2 million people. And they were not dealt with through discussion,
they were dealt with using tear gas and plastic bullets…..
I am delighted to have the privilege to serve as the 28th governor of Hong Kong
But I think that everyone in Hong Kong and outside of Hong Kong will have to take into account what the voice of Hong Kong has said today.
Nobody is going to pretend that this was anything other than a fair and open election contest.
If you look at the figures for voting, you'll see that this has been a fair system, in both the functional constituencies and the geographical constituencies.
I'm sure that everyone in Hong Kong and well beyond will have to take into account what the people of Hong Kong said this Sunday in September.
