- After being grounded in early 2022 due to Government of Canada restrictions, a Russian-registered cargo airplane is still parked at Toronto Pearson International Airport and it appears it's not moving anytime soon. Nick Westoll reports.

let me get this straight; the government force grounded a plane *on a humanitarian mission* because of its country of origin, stole the plane and tried to give it to another country, then when that fell through, left the stolen plane to rot? all the while complaining it's taking up too much space in YYZ??
and they expect volga-dnepr airlines- who had headquarters in the USA, who had been doing humanitarian freight work for several western nations, who had alliances with NATO states because of their assistance in freight work during the Iraq and Afghanistan wars- to just pay for not only the humongous list of repairs the plane needs, but also the falsely applied parking ticket??

Let's not forget the number foreign planes sized by Putin runs into the billions and they/are being stripped for parts, so will never be returned and they got caught up in the same situation. The sanctions came in Putin did what he could, sized planes and we did the same, not that they are worth anything to us. It's just in Democratic Countries, there are laws and rules, not just the word of the Dictator.
Humanitarian? That was just a straight contract freight flight. It was 2022. Do you know what they would have done if that aircraft wasn't available? Flown the cargo on a 747, 777, A330, etc. And you're higher than a spy balloon if you think the cargo companies were cutting deals for covid test hauling in 2020. But if you're going to break the Capetown Convention, and steal 500+ aircraft, then don't cry about not getting a few of yours back.

I remember seeing that plane when I visited Toronto back in 2022. It was my first time seeing an Antonov and I thought it was cool. Surprised to see that it's still sitting there to this day.

if the owner of the plane that was used to give canada covid tests had no input into the plane being seized.... why would they be responsible for an airport storage bill they never wanted in the first place? - should they get it back.
There is NO way Russians will pay any of these fees. Under the law, they did not abbandon the plane, they did not owe any cash to Canada therefore the plane was not seized for dept (like PIA aircrafts at some point across Europe - do we remember that?), it wasn't criminal activity of the crew nor trafficing illegal substances to or via Canada. The plane was not allowed to take off for political reasons. The crew went home on another flight (presumably) leaving fully functional plane behind because they were not allowed to fly anymore. Can't see any courts siding with YYZ on this matter. Might be it will be Canadians who will pay this fee, but hey!, since when any government cared for our money.

Agreed, US and Canada have gone to war, and that history can be dirty. But to compare Russia to Canada as entities is a false equivalence.
Putin is a criminal, and Russia is a Mafia state. I have travelled there extensively. Outside of Moscow, it is a third world country. Putin and his government steal everything. Putin may be the world's richest person if all his undeclared assets were accounted for. Why should Canada return a criminal's plane? It is the same result for a drug dealer who has his car seized when he is arrested. Canada by contrast, is not a Mafia state.
I work for Canadian Airports and while on visit to YYZ last summer, I met a fellow avgeek who was taking us to various work locations within apron.
He suddenly said, do you want to see an interesting aircraft, and he took us here. Surreal seeing it so close!

The subject aircraft is very likely no longer airworthy due to maintenance inspections that are now past-due. A special ferry permit will be required to fly this behemoth out of CYYZ. The longer she sits idle, the more problematic this becomes. Hopefully, at a minimum, the four turbofans were preserved. If not, then significant engine maintenance - including high-power run-ups will be needed before flight.
Gee you think the plane inspection is out of date after 700+ days? Pretty sure not a single person is qualified to work on the An-124 at that airport, so there's no way "The Engines were perserved" after the fight ban went into effect.

Volga a Civilian Russian company, was hired to move cargo in the west, after the invasion of Crimea, the DoD stopped using them for military contracts and some EU contrires too (I used to see them on a weekly basis & trade alcohol), but they were allowed to keep operating in normal civilian capacity like for Boeing for example.
But after the invasion of Ukraine, when US & EU put sanctions up for doing no more Buisness with Russia, that included all their civilian companies. So no more flights directly into our out of Russia from the allied countries enforcing this, no more Russian carriers allowed to use the airspace too. So even though the Volga 124 was delivering aid Covid Aid to Canada, it just got caught up on unfortunately timed events.
Since the plane is Russian and has too utilize Canadian airspace too get home, that's a violation, so the plane has too sit. The Volga Crew on the other hand, can fly out commercially to another country like China, that can get a connecting flight back to Russia. But until sanctions are lifted the plane goes nowhere.
Was trying to help Canadians, and they stole it. Amazing job, Canada

@@temich1985 I am not a lawyer. Nor Canadian, for that matter. It seems logical that the owner of the parking spot routinely puts liens against abandoned aircraft. The lien would have to be paid by whatever entity is assigned ownership by the court having jurisdiction. I suspect that nothing argued in court is ever that simple, though.

The invasion of Ukraine accelerated moving on from the coronavirus era. Ironically the last service flight of the An 225 was taking test kits from China to Czech and Germany offered to park the plane with them as in early February the relationship between Russia and Ukraine was on the brink but instead it returned to its base at hostomel airport where it was being serviced and was destroyed by having thousands of heavy calibre bullets fired into it
The plane was banned from departing by the Government and now the Government is trying to fine the plane for not departing? Lol. This is going to be a legal nightmare that's going to go on for years at taxpayers expenses as always.
No, the airport is collecting storage fees. Important difference there.
@@appleintosh The issue is who are they going to collect those fees from. Once the plane is seized, it's under the control of the seizing agency, NOT the operator. Also, by the time the seizure order is over, the Ruble is likely to be worthless. They will need to fly in another plane of Rubles on pallets to cover the fees. Plus, the argument over who pays.
Now, I don't know who owns the plane or the company that operated it. But, unless they were the Russian government, they are in the middle on this and will be arguing this out in court as it was not the companies fault that the plane was seized. Plus, they delivered a safe and airworthy plane, they will not get it back in that condition. Who is going to pay for the required maintenance to make it flyable again? And, the battles over was it prepared for long term storage will go on for years.
No one will win, but the operators, the airport and the Canadian citizens will wind up footing the bill .
@@bobmazzi7435 I could care less if Russia ever gets their aircraft back, in fact I hope they don't. I hope the canadian courts release this aircraft and allow it to be sold to recoup those fees. It's an AN-124, one of best cargo aircraft in the world, of which there aren't many left. Even in its present condition it's worth more than those parking fees.

Got to admit it's a nice big old bird. Sitting that long it will need work to be flyable such as hydraulics which have likely dried out. Parts will have to be flown in and the old fuel will have to be drained. And then are parts made for the old Soviet-era planes anymore?
Ukraine should have some parts, they had an Antonov themselves before Russia destroyed it two years ago
@@rchaykovskiyAntanov is actaully based in Ukraine and have built and operated mulitple aircraft not just the AN-225. This aircraft is essentially going to go back home to its original builder and owner. Where it will actually be cared for.
For your information, Antonov design bureau was established in Novosibirsk, Russia (РСФСР) and later on moved to Kiev, Russia (УССР); both in the USSR (Russia). Majority of An-124 Ruslan were produced in Russia (РСФСР). Currently Russian Federation completely maintains airworthy military (20) and civil (12 including arrested in Canada) fleet of own An-124 and is able to produce required parts for An-124. More than this, Russia is developing a successor to An-124.

I'm a former Turbofan Test Engineer for Lockheed and Rolls-Royce at Stennis Space Center from 2004-2012, and had a Trent 1000 engine delivered on a AN-124. My team had to escort the jet from Derby, England to Stennis Space Center, which means we flew on it. When we arrived at the Stennis airport, we had to unload the jet so we could test it at our faculty. I took several videos and photos of it and look back at the time often.
This makes me wonder if it's the same one. Small world if it is. Unfortunately, all of my videos and photos are near the front where we unloaded the cargo, so the tail number (which is near the wing) isn't visible.
I had family in Picayune Mississippi that worked there. They would always tell us when the big engines were being tested, and at times, if you were really still, we could feel the ground shake in Picayune. I believe that was back in the day of space shuttle engines.

Since that plane was allowed to land before the ban, it should have been allowed to leave. That company should not have to pay anything since the government allowed it to land but not leave. This is nothing but a money grab by the Canadian government

This is a shortsighted policy. If Air Canada or any Canadian owned and registered aviation company ever wants transit rights over Russian Airspace or landing privileges over Russia they ought to think about allowing the Russian Owners an exemption to fly their jet out of YHZ. This isn't a threat its just tacit - we all end up reaping what we sew. Seizure of a civilian aircraft registered to Russian owners is bad business. Moreover, it opens up Canadian aircraft to reprisals.

Sounds like a threat to me. Russia is well known for shooting down passenger aircraft. They are designated as a terrorist country by the EU. Anybody flying close to Russian airspace is accepting the risk themselves. Canada will not negotiate you out of any trouble you get into yourself.

That plane has been sitting there for 2 years. I can't imagine the expense that it will incur to fly a specialised maintainence crew from Russia to get it back to airworthy condition, plus the cost of the pilots who will also have to come from Russia, since you can't even tarin anyone to fly an Antonov outside of Russia or Ukraine.

It is a Russian aircraft. Russian aircraft are banned from North American airspace, therefore, it cannot be flown out of Cnada unless the Canadian government issues a permit. That will not happen until Russia ends hostilities with Ukraine.

Ferry permits are a thing. Exemptions can be made. This is a legal Catch 22 of Canada’s making.
Canada is liable to pay the damages incurred by the company who owns it in lost revenues and the maintenance required to make it flight worthy. Forget the parking fees.
And when it comes down to that the government will have no problem paying because its just taxpayers money/debt…
So just keep in mind that seizing other countries assets leaves you open to having your own assets seized such as shipping etc.

Pretty much guaranteed to never have Canadian flights permitted to overfly Russia in the future, costing our airlines and businesses dearly in the long run.
Once planes sit around for so long, they tend to become unsafe to fly. Planes are meant to be constantly flying, not sitting around. It's probably sat around for so long that it is unflyable now
It just will need some checks performed to fly again. It looks like it has been preserved judging by the plugs in the engines.
