I think that's one thing this season gives the occasional glimpse of: Lucoa appears to be the most powerful out of all the dragons we see in the show (apart from maybe Tohrus father) by quite a margin. I mean, Tohru is strong enough where she genuinely ended up picking a fight with a bunch of straight-up gods which, if nothing else, says a lot about her confidence, and yet Lucoa would have easily beaten her if it weren't for Tohru cheating.
Lucoa is eons stronger than Damocles, that's why she is in observation faction. She hates to fight, but if she pick one of those two it will destroy the balance between factions
Not appears to be, she IS the strongest among the dragons we see in the show (including Tohru's father). She is known to be a goddess for a reason (she's a Quetzalcoatl after all) and dragons in the spectator faction are known to be very powerful than the chaos or harmony faction dragons.
