I had no idea she said fuku in the middle of all that, its basically non existent when listening 🫠
It’s hard to hear because “f” and “k” are both voiceless consonants which do not use the vocal cords to produce their hard, percussive sounds. Also, when it’s followed by the vowel “u”, the vowel is often dropped (e.g. “desu” sounds like “des”, “suki” sounds like “ski”) so “fuku” sounds like “fk” without vowels. And “fu” is actually pronounced as “hu” in Japanese so if the vowel is dropped, it’s almost only air coming out of a mouth, which can be hardly heard. But you should be able to hear the “k” sound if you listen carefully. Hope this helps!

愛（あい）と正義（せいぎ）のセーラー服（ふく）美少女（びしょうじょ）戦士（せんし）
ai to seigi no sērāfuku bishōjo senshi
ai = love
to = and
seigi = justice
no = of
sērā = sailor
fuku = outfit
bishōjo = pretty girl
senshi = soldier
So it’s actually “the pretty girl soldier with a sailor outfit of love and justice”.

So how is Sailor Moon making it clear that the punishment she will give out is for the person/monster/whatever that she is addressing and not someone else? Is it just inference?
The sentence ending particle よ is used when the speaker wants to emphasise the statement and make the listener aware of it. So when she is saying this quote to the enemy, the enemy is the one that she’s going to punish.

Depends on the context. Yo can simply be a way to confirm something as an abrupt way of ending sentence, kinda like saying Like example "

I always read it as su ki not ski
When you read “tsu” or “su” by itself you read the vowel but when it’s in the middle of a word, the vowel often drops.

unvoiced consonant + "i" or "u" + unvoiced consonant
examples: ts - u - k in "tsuki" is pronounced almost like "tski"
sh + i + t in "shita" like "shta"
or having a unvoiced + "i" or "u" then end of utterance. this is the case in "desu" sounding like "des"
