It’s due that CSX owns the track from Washington to Florida. It’s would have cost them lot of money to put electric wires up and may restrict the cargo need to carry.
Main reason why is because these lines aren’t owned by Amtrak, but owned by csx. If the lines gets electrified, csx would have to pay and then they cant run most freight like container stacks and auto carriers.
I didn't know the history of that formerly electrified line between Union Station and Potomac Yard - turns out that Potomac Yard is where PRR freights (which were often hauled by electric locomotives) exchanged with southeastern railroads (which were steam / diesel only). Once Conrail stopped running electric freight over the former Pennsy lines there was no need to maintain the catenary wires and they were removed (and hopefully recycled). Suppossedly there was no need to remove the pole structures as the clearence further up on the line negate running double-stacks regardless?

Shame those lines in town are no longer electrified. The US clearly had better rail infrastructure in the '60s than it does now...
I believe it was electric until Potomac Yard which was in Alexandria Virginia but hopefully more lines will be electrified!

They were never electrified past the Alexandria Potomac Yards, which back in the day were primarily used for turnaround and storage.
