I just saw those "machines" in old Hollywood-movies. We just use a hand-mixer and then a spoon to put it somewhere. Or for decorating a cake put in some "Sahnesteif"(creamstif ?)and then use those bags where You can place these different tops on. My most used tool to whip (vegan) cream is the tupperware "mixfix" shaker, because I am very noise-sensitive and one can storage it all in the fridge and just shake a bit again to have it whipped the next day.

I personally wouldn't use syrup in this. Adding any water to the mixture messes with the fat to water ratio in the heavy cream which could inhibit the amount of air you can beat in.
