The reason Windows needed to be activated is because if you change the hardware of your PC too often, I BELIEVE (do not know for certain) it'll think you're trying to get around copy protections and deactivate your license until you reactivate it. It's a big reason why LTT doesn't use an activated version of Windows whenever he's bench marking machines and stuff.

@Dokibird So the technicians were mostly correct- Its extremely rare for memory to fail, let alone 2 kits of RAM in a row. However even though they passed with their "test kit" its still possible the board is at fault. This is because some memory suppliers and revisions are much more sensitive to voltage than others. In fact the current kit could fail eventually too (fingers crossed it doesn't though). As for Windows deactivating, this is because MS can detect a hardware change since the activation key is tied to the system configuration on your MS account. Normally this is only specifically tied to your motherboard though and RAM swaps should not affect it. Did the technicians swap motherboard during their debugging? In any case, you are allowed one hardware change in your MS account (unless your initial activation was with an OEM key, i.e. HP, Dell prebuilts etc) so you likely didnt need to purchase a new license to fix this issue.

Im pretty much sure it couldn't be the ram failure for the 3rd time in a row. It can be the oxidation problem affecting 13/14th gen intel cpus or even a bus. They should've tried to lower the ram speed.
DDR5 with 4 DIMMs is known to be potentially spotty, especially if it's OC'd (incl. XMP/Expo), the instability increases the faster the RAM is. I've seen people downclock kits to 5200MHz or below to run 4 DIMMs stable. I have also done a "ship of Theseus" to NEW computers, where there's a fault and it either causes a burn-in test failure or straight up won't POST and you replace part after part to the point where the CPU, mobo, RAM, storage, GPU, PSU and cooler are new. For X670 / X670E boards I've encountered RAM incompatibility where as I almost never do on B560(M)/B660(M)/Z690/Z790, Doki switched from LGA 1700 to AM5 IIRC. Computers are weird.
