How to Crochet Baby Shell Skirt (0-6 months)

Pattern
Baby Shell Skirt
Size : 0-6 months
Yarn : Caron Simply Soft
Hook : 4.5mm
Chain 8
Row 1 : 7 sc (start from 2nd chain from hook)
Row 2-45 : chain 1, 7 sc (crochet into back loop only)
Join both ends by sc all 7 sts
Round 1 : chain 2, 45 dc. Slip sts
Round 2 : chain 2 (count as dc), skip 2 sts, shell sts (2 dc, chain 1, 2 dc), skip 1 sts, 1 dc, * 1dc, skip 1 sts, shell sts, skip 1 sts, 1 dc *
Repeat * till last sts.
Round 3 & 4 : chain 2 (count as dc), shell sts (3 dc, chain 1, 3 dc), 1 dc, * 1 dc, shell, 1 dc * Repeat * till end.
Round 5 & 6 : chain 3 (count as dc + chain 1), shell sts (3 dc, chain 1, 3 dc), chain 1, 1 dc, * 1 dc, chain 1, shell, chain 1, 1 dc *
Repeat * till end.
Round 7 & 8 : chain 3 (count as dc + chain 1), shell sts (4 dc, chain 1, 4 dc), chain 1, 1 dc, * 1 dc, chain 1, shell, chain 1, 1 dc *
Repeat * till end.
Round 9 : chain 3 (count as dc + chain 1), shell sts (9dc), chain 1, 1 dc, * 1 dc, chain 1, shell, chain 1, 1 dc *
Repeat * till end. Cut yarn and weave in end.

Easy way to increase size is to use a larger hook. I made 9 dresses for granddaughters. Use the wrong hook. Took it clear to Texas and it was too small for a newb. I learned the hard way. Came home increased size. 😅

Hi. I used a Caron yarn, a 4.5 mm hook and made 45 rows. My circumference is 10. Perhaps I crochet too tight? Should I use a larger hook?
What if you have only a 5.5 needle how many rows would you do with that needle the crochet hook
