Are they not? Plenty of games automatically don't download language packs unless you specify to do so. The major issues are 8K textures and uncompressed audio. If you actually developed games you'd know this. Once upon a time, people had to care about RAM and CPU being a limiting factor to game development. Now you can just blame the consumer for not having the perfect technology to run their useless, bloated software.
With Activision I wouldnt be surprised. They did the whole DLC on disc but not available to Destiny twice. This why we never pre-order games anymore. You're just getting to play the game on the original release date. There's no rush to playing it day one anymore.

The amount of money and resources being wasted on graphical detail and not the gameplay would send any person insane. The average person still plays at 1080p as it's the easily most accessible option for most people so why waste time on 4k textures when most people don't play in 4K Dead Space remake is graphically fantastic yet only costs 32GB which is absolutely fine, the problem with that game was that the no loading screen technology presented some big optimisation issues. I miss when games didn’t have to resort to m*lesting my drives.
Language and texture packs should be optional downloads and every game should be compressed to make the actual download size smaller
