Pretty sure this performance is from the Agora ballroom in Clevland many shows were recorded there for radio broadcast and filmed for television broadcast. Thus was rebroadcast in Japan . Hence the Japanese voice overs and subtitles.

I think that back in the day, the highest compliment you could pay to a band is to give them 100% of your attention and not try to dance where your back is turned to them most of the time. Also, many musicians had to be spellbound with Toto's licks. Toto was heavily advertised on the radio and their reputation of highly-polished, second generation musicians was being strongly touted. My brothers and I were there and to this day I cannot figure out how this concert found its' way to Japan.
Tom Kelly is the guitarist (he co wrote Alone by Heart, True Colours, Enternal Flame and so many more greats songs) Bassist is David Hungate who left the band later
