I been living in subsidized housing my whole life and yes indeed, some of these places are pretty decent😉. I think it depends on the management company who owns them and of course the maintenance that is done in a timely manner 😊
I surely am glad there wasn't a poor hamster abandoned in that cage. I'm also glad you found a rescue for the dog you found there. Abuse/neglect of animals is sickening and heartbreaking.

Probably the asbestos abatement alone is why this place was abandoned. Those 8x8 vinyl tiles on the floors of most of these units are known to contain asbestos and were manufactured until about 1980. Surely some other work was also needed but I'm sure when asbestos was found it was a no brainer to just abandon the place.

Il bet their waiting for the utilities to come and remove their equipment before they can demolish the place. Ive never have seen them use electric meter boxes that are that small on underground electric service like that before. If you had any settling you would have one of them blow up. You overlooked natural gas. I saw the regulators but dont know if they put the meters inside or if they had one medium pressure line metered for the whole complex. I also noticed they used what looked like Falcon small format IC core locks on the outside doors that are a much cheaper version of Best lock corps Ic core locks. You could put a Falcon core in a Best lock and a Best core in a Falcon lock. It also seems like they like to vinyl composite tile everything instead of using wood floors and the 626 finish leaver & knobs on most of the doors. I saw 2 videos of Gary In places similar to this. I also wonder what they are going to do about the mercury in the thermostats and the vinyl asbestos floor tiles that all need to go before demolition.
As expensive as everything has become, it was prob. cheaper to demo them and rebuild new. The building I live in was built about the same time, around 1978-'80...and a lot of shit goes wrong in that time and maintenance costs a lot. This place is sadly, too far gone for just renovation.

Are people not allowed to decorate public housing over there? All the walls were white even in kids' rooms
Usually any renter can paint, but if you don't return it to the original color when you leave, you get charged for it. So most renters don't paint.

PS you would think that the refuge company would want their big blue bins back that were in the units/big blue garbage cans
